Licenses are issued for a fixed term not exceeding five years, and the regulatory authority must specify in its decision which games are covered by the license. Upon expiration, the licensee may obtain a new permit, provided that all requirements continue to be met.

A licensee can be either a legal entity or an individual. If registered outside the European Economic Area (EEA), it is necessary to appoint a resident representative to act on behalf of the licensee.

The licensee must obtain certification from an accredited institution confirming that the technical equipment required for the business complies with all regulations and standards.

The cost depends on the scope of the applicant’s gaming system, the types of games applied for, and the testing institution. The approximate cost is up to 350,000 SEK (~31,778 EUR). Additionally, licensing and supervision fees, as well as an excise duty, must be paid.

License Categories

Commercial Online Games and Betting

The license for commercial online games and betting costs 264,000 SEK (~23,969 EUR).

Lottery and Bingo Licenses

Public lotteries and lotteries in public spaces are licensed separately. According to the regulator, a Class 3 license is issued if the total ticket sales amount to up to 3,000,000 SEK (~272,000 EUR). The cost is 15,000 SEK (~1,361 EUR).

If ticket sales reach up to 10,000,000 SEK (~907,953 EUR), the license fee is 30,000 SEK (~2,723 EUR).

If turnover from ticket sales is between 10,000,000 SEK (~907,953 EUR) and 100,000,000 SEK (~9,079,539 EUR), the fee is 60,000 SEK (~5,447 EUR).

For operations with a turnover exceeding 1,000,000,000 SEK, a fee of 250,000 SEK (~22,698 EUR) is required. If the turnover exceeds 1,000,000,000 SEK, the license cost is 350,000 SEK (~31,778 EUR).

Operators may only use software from providers authorized by SGA to supply gambling software.
Prepare Documentation in Swedish

All documents must be submitted in Swedish, and the website must have a Swedish version.
