In May 2019, the State Duma of the Russian Federation approved several amendments to the Federal Law “On the voluntary declaration of assets”. This gave rise to the third wave of the preferential regime, called the “Amnesty of capital”.
These measures are taken to voluntarily withdraw capital from offshore jurisdictions and return it to Russian accounts. The capital amnesty allows individuals to voluntarily report the availability of foreign assets and property. At the same time, the state guarantees protection against prosecution.
